One of the greatest issues is that this law is retroactive - meaning that 650 million dollars assigned to monitor and regulate this bill will apply to products already used and made. What about small businesses that have already ordered their new product? The manufactoring cycle is going to screech to a halt.

Also, resale stores like Kid to Kid will be held legally culpable if they sell anything that hasn't been tested for lead - regardless of whether it actually contains any!

The goals of the CPSC are laudable here. The problem in our globalized economy is that while outsourcing is cheaper, we trust the quality of the end result less. Technology is also a problem - while a great enabler of advancement, it also often leads to "substitute solutions" (e.g., artificial sweeteners) that aren't fully vetted and that the public eyes with suspicion. We must put safety first and then find ways to reduce costs second while maintaining quality - this is not something new to American business (or global business) and, with time, I think we can succeed. Truly good products will rise above stricter requirements.

Well, the commission has tentatively approved an exemption for unprocessed (undyed, unprinted) cotton, but the bowl may be a problem.
